Could it actually be a Ghost buff?
I personally think Ghost provides way more value to Udyr than Flash does
So if Ghost gets a massive buff, I feel like Udyr would really start popping off

Honestly, Udyr's problem isn't a lack of mobility, it's that his raw stats are trash... If they just reverted the nerfs he got because of Udyr jungle in NA, he'd easily be Tier 3.
