In my opinion, the summary of this patch is
"Conqueror Sylas"
That's what it seems like.
Looking at the 9.5 PBE patch, where Q and W base damage are increased and W healing is nerfed,
It seems Riot is pushing for lifesteal + damage rather than tankiness. hehe
