Volibear's builds have always been adaptable, and this RoA Navori build is no different. I was drawn to Navori and the Swiss Army rune on the first day of the patch, and I think most Volibear players probably had similar thoughts.
Actually, it's easy to think of Navori as a nerfed version of Arena's Mystic Fist. I also thought that way and did some research.
There's a misconception: the tank build is still good. There are many matchups that Volibear can't win in lane. But the RoA Navori build is a Volibear that can take down opponents, so choosing your build based on the enemy top pick might also help a lot with your win rate.
They serve different purposes. The RoA Navori build quickly cycles through spells to secure the sustain and damage that are lacking in the build, and that allows it to break through the opponent.
The tank build is similar—it also cycles skill cooldowns and increases sustain—but it fills the gaps with the item build.
Both are still decent builds, but since versatility is important for Volibear's builds, I don't think there's a definitive build.
I think it's best to use the build that maximizes your own playstyle's strengths.
Please don't disparage or zealously advocate for builds that are different in nature. They're different, not wrong.

Personally, I think Navori is good, but lately I've been worried because there are more cases where Volibear can't get a big advantage in lane.
