Wait, this is Vlad's prismatic augment?

So when you use pool it says it makes a clone that casts spells so I thought it was like a Wukong clone or something, but no matter what I do—EW, WE, whatever—I just use the pool and it ends. Doesn't reduce W cooldown, doesn't increase damage, and the clone just vanishes super fast. Is this actually a prismatic...? Anyone know how to make use of this?
