He is technically a counter, but Gwen generally has better raw value and teamfighting potential. Banning Jax is fine, but personally, I'd recommend banning either Akali or Tryndamere (especially Akali).
I'm a Gwen one-trick and honestly even though Jax is a counter it's not like he's impossible to beat. Once you get Plated Steelcaps it's actually pretty easy. Just ban Poppy instead. That's who I always ban. For Akali you can manage with Exhaust and Riftmaker and for Garen you just take Barrier—there are ways to deal with them. But with Poppy even if you know the matchup the people playing her are so cracked that it's just hopeless if you run into them. You can't win. She's a tank but even with 3 items she's still hard to kill. Also even though Gwen got buffed the changes were so tiny it feels like they just applied a tourniquet after cutting off all her limbs lol
