the damage is straight up garbage but it is pretty fun against immobile champs if they have a lot of low mobility heroes and your team already has enough damage it might be worth considering
She already has great survivability without that stuff, and Rylai's plus Zhonya's gives you zero ability haste. You'll just end up unable to use your ult in teamfights and die 3 seconds slower.
Back when Rylai's was 3000 gold, people actually built it. If you went Rylai's and Liandry's back then, you had damage, tankiness, and slows all in one.
