Veigar is just land your skills and get strong! Use your ult on someone with low HP! That's it.
But Syndra's stack requirements are way more complicated than Veigar's, and you have to set up all those spheres before firing your ult lol
It's not because of her ult. She just fundamentally has zero gank immunity. To be honest, her laning phase isn't exactly weak—it's on the weaker side, but it can be strong depending on the player, so I can't really comment on that. She's just way too vulnerable to ganks or roams, so if she doesn't get babysat, it's hard for her to keep any priority.

there's nothing really wrong with her skills themselves, it's just her champion mechanics that are the problem
she's designed as a late-game hypercarry (scaling champ) so her early laning is weak, but her late-game value isn't even that good compared to other immobile mages
since her damage is all about single-target nuking, she falls off as the game goes late and everyone gets items
even though she's supposed to be a scaling champ, syndra's win pattern isn't about safe farming, it's about snowballing and creating a relative power gap
this is basically the same as trying to make zoe a late-game hypercarry lol single-target nukers have to be designed for the early game. if they're stuck in the middle like this, they're just trash
If they just added cooldown reduction per level to Scatter the Weak, she'd be worth picking, but she has zero strengths in this meta. Being a pure immobile mage with no movement speed buffs is a huge weakness too.
But honestly, when it comes to smurfing, there aren't many mages better than Syndra.
