Settings > Accessibility > at the bottom under Services, you'll see Child Phone Safety.

When you try to disable Accessibility, it'll keep popping up asking you to allow it. Go to Settings > Apps.

Open Child Phone Safety and force stop it. Once that's done, it's best to block all its permissions too. You don't have to do that on your own phone.
If you follow these steps, you can use your phone even during blocked hours. While Accessibility is disabled, the usage timer on your phone won't run either.
But one thing to watch out for: after you're done, you need to enable Accessibility again, grant all permissions, and then run the app.
Let me explain why. The Child Phone Safety app is also installed on your parents' phone, and they use it to monitor yours. Your phone usage time is all recorded. They can set block hours with it too. In my case, it blocks from 10 PM to 12 PM — no app except calls and texts opens without immediately crashing. (I'm in the blocked period right now, using this method to write this post.)
But if you keep Accessibility disabled like this, the app on your parents' phone can't collect stats properly. So they'll check your phone right away.
I'm writing this for my fellow OP.GG users who are suffering. Wrote this for those who didn't know, now I'm off to re-enable Accessibility.
Use it carefully. If they find out, you're screwed.
