kinda depends on the comp tho - for poke comps, infernal's good. for sustain comps, ocean's good. earth's the most meh
first of all the absolute first priority is fire dragon tenacity and damage increase options are just overwhelming the rest are all pretty similar but magic dragon is kinda less divisive so it's second priority the other three are about the same?
fire and ocean are just trash dragons people who say fire is good are just proving they're low tier fire dragon is broken like it gives one tank item next is wind earth magic is after that
This is just my personal opinion, but I think that's based on solo queue standards.
For competitive, I'd say it's Wind > Chemtech > Ocean > Mountain > Fire.
For solo queue, I'd say Fire > Ocean > Wind > Chemtech > Mountain.
Of course, it depends on the comp and champion...
Cloud > Chemtech > Mountain > Ocean >= Fire That's what I think
