Well, because they actually get listened to.
More precisely, the problem is that only their whining gets heard.
Normally, public institutions or service industries are slow by default. Lots of procedures, reviews to go through, so it has to be slow — I get that, yeah.
But then the problem starts when someone can't wait for the process and starts filing complaint spam, throwing tantrums, and crying about it.

It's similar to the meme above. Normally the situation is: Service request → Takes forever while they explain all the procedures and reasons.
But the entitled ones go: Service request + screaming "hurry up" → "Fine, I'll just do it for you, please just leave."
And what happens in the end? Yeah, that second method is fucking fast. So what kind of result does that produce?
"Oh, that guy gets things done right away just because he whined and got mad?"
The result is that the one throwing a massive fit gets his stuff done fast, while the decent, honest people who wait patiently have to sit through [slow procedures + the queue pushed back by the entitled assholes].
So you really think honest people are gonna increase? lol
근데 그건 모든 나라가 비슷한듯 손님 입장에서도 일처리 느리고 답답할바에 진상짓하고 빨리 일처리 되는게 좋기도하고 직원 입장에서도 가라로 하는게 일처리도 빨라지고 감정소모도 적어지니까 어쩔 수 없는 일 같다고 생각하긴함
